Summoning satan to make requests or inquiries involves setting up a summoning space. You don't want to do this in your home. This summoning is best done outside.
You will need a 5" black candle, pen and notepad, a plastic bag of salt, a piece of linen, and a glass of holy water. You can only obtain holy water from a Catholic church. You cannot concoct your own, because the church is on holy ground.
Find a sandy area. Take your plastic bag of salt and outline a circle around you, so that you are inside the circle of salt. Throw a pinch of salt over your left shoulder. Face North. Place the glass of water on the ground, to the left of you.

Take the candle and etch the name of the 'person of interest' on the candle. If you don't know the person's name, use "John Doe". If you write your own name on the candle, it could raise uncertainties. If you are asking about a man, place the piece of linen to the left of you.
Stick a needle below the person's name. Situate the candle into the sand to the left of you, next to the piece of linen. Light the candle. The duration of the ritual shall only go for as long as the fire burns down to the needle stuck in the candle.
Do not interfere with the burning process or extinguish it before it reaches the needle. Should you do so, it is insulting and whatever you're requesting may not be granted now or in the future.
If you become afraid, and want to end the session early, the best thing you can do, is to take the glass of holy water and splash it on the ground. Then everyone will take their leave and you are dismissed. But, you cannot put the fire out! You must let it be and let it extinguish on its own.
While the candle is burning down, summon satan this way: "O satan, answer my requests. Oh you satan, noble and generous." Take a moment to listen to the sounds around you. Satan might respond in whispers, so be very attentive. If you for one moment are thinking thoughts of doubt, you may get hurt... You shouldn't even be doing this ritual if you have doubts. Atheists can die.
Have your pen and notepad ready, with pen in hand touching the paper. Do not hold the pen too tightly. Ask your questions about the 'person of interest'. You can ask questions like, "Is there more than one serial killer?" or "What ethnicity is the perpetrator?" or "What is the current location of the assailant?"
Your answer may come through pen movement. As you are holding the pen, the pen will move on its own without you directing it. You must hold the pen. Allow the pen to move without you taking control of it.

Now, if you etch the person's name backwards, from top to bottom on the candle, like:

This shall indicate to satan that you mean actual harm on to the person of interest; that you are calling up all resources of vengeance, to see this 'person of interest' receive a due share of damage. This damage could be life threatening and could cause death. You may want to reconsider this approach, because justice is better served by the court system.
Upon closing, say "Thank you O satan, your favour, your help upon me." Splash the ground with holy water and depart.
